Project description

All following documents have been developed by Gabriel Andrei Grosu during the 1st academic semester of the master’s programme in Architecture at the Brno University of Technology between 21.09.2020 and 10.01.2020, as part of the AT1 module under the supervision and guidance of Ing. Arch. Toman Radek PHD and Dipl. Ing. Jack Huang.

The 1st Part of Radauti Planning Guidance Manual analyzes at a systematic level the shortcomings of the current national and local legislative planning framework. It also suggests a series of reforms at a national and local level aiming at establishing a contemporary regulatory foundation which evenly distributes the decision making privileges and responsibilities to the relevant and competent authorities in a predetermined systematic manner.

The 2nd Part of the Planning Guidance Manual closely examines and presents a series of planning patterns repetitively occurring throughout the local public environment. It also proposes a collection of predefined and regulated interventions that could be implemented to eliminate the existing public hazards according to multiple basic planning principles that would ensure an increased level of usability, aesthetics and a more inclusive safety standard.

The 3rd Part of the document presents an architectural competition template that could be used by the local authorities to organise multiple single stage Architectural Competition in order to identify the best proposal for the redevelopment of some of the most prominent abandoned buildings that make up a significant proportion of the existing post-industrial inheritance of the city.

The 4th Part documents the partial refurbishment of a historic building built in the early 1900s and which has served as the headquarters of Radauti City Hall. The entire initiative of transforming part of the building into the only community centre of this city has been possible through the financial support received from donations, active involvement and support received from the local community and loads of hard work.
